Houlin Zhao, ITU Secretary‑General: Fifth-generation “IMT-2020” technology (5G) is coming fast, and it will have great power to transform our lives for the better. Better health care, smarter cities, vastly more effcient manufacturing are all being made possible as the “Internet of Things” era gathers pace with an array of innovative solutions that are powering our modern economy. But none of these things can reach their full potential without 5G networks. Indeed, smart 5G systems will soon be essential to meet the data-intensive demands of billions of people who are using ever-growing amounts of video daily. 5G will bring much faster data speeds, reliable connectivity and low latency to international mobile telecommunications (IMT) — all needed for our new global communications ecosystem of connected devices sending vast amounts of data via ultrafast broadband. This edition of ITU News will lay out what 5G is — why it carries such promise — and how to make such complex systems a reality. There is a great opportunity in these early stages of 5G development to apply the lessons of past experiences building 3G and 4G/LTE systems. These pages will outline ITU’s role in adopting the globally harmonized spectrum and standards that will facilitate the development and implementation of 5G. This edition of ITU News will also offer solution-oriented insights from a range of thought leaders on key aspects of 5G, such as network slicing, Information-Centric Networking (ICN), and open source projects — among many others. Please read on to learn more about 5G, the backbone of tomorrow’s digital economy.

Novel Cross-Layer QoE-Aware Radio Resource Allocation Algorithms in Multiuser OFDMA Systems

The assurance of quality of experience (QoE) and provisioning of high throughput of the system represent the main goals of future wireless and mobile networks. This paper presents novel and practical cross-layer QoE-aware radio resource allocation (RRA) algorithms for the downlink of a heterogeneous orthogonal frequency division multiple access (OFDMA) system. The objective of the proposed algorithms is to assure the appropriate level of QoE for each user of the system by incorporating application-layer parameters and subjective human perception of quality into the RRA process. We propose two user-oriented joint subcarrier and power allocation algorithms with low complexity for real-time and interactive services. The first algorithm dynamically allocates resources by assuring the same level of QoE to all users of the system, whereas the second algorithm introduces the efficient trade-off between the user’s QoE and the spectral efficiency of the system. By considering application-layer parameters and user’s perception of quality, high users’ QoE and explicit control of data rates can be achieved. The numerical results show that the proposed algorithms achieve significant increase in the level of QoE compared to previous works, a fair distribution of capacity among users and near to optimal solution of QoE for the OFDMA system.

WEB on TV: Cross-National User Study for Designing Better User Experience

Na konferenci MindTrek, ki je potekala med 1. in 3. oktobrom v Tampere, na Finskem, smo predstavili prispevek “WEB on TV: Cross-National User Study for Designing Better User Experience”

In this paper we present the user studies conducted as a part of an international project EU SEE TV-WEB, funded by the European Union. The project combines the traditional broadcast world with the dynamic web environment while focusing on the aspects of usability and user experience in order to provide the best possible experience for the elderly people, economically weak people and people living in rural areas who do not usually use personal computers and who have no Internet connection. The results of the user studies about the media literacy, media use and the target users’ interest about TV-WEB services, conducted as a part of the project in two different European countries i.e. Austria and Montenegro, are also presented. Additionally, we present the user-centered design process for the service that was conducted as a part of the user study in Slovenia.

Arduino is an open hardware and software concept designed around Atmel AVR microcontrollers, C-like programming language, intuitive IDE including editor/compiler and lots of pre-made examples to make
development easier. The interface to the programming computer is provided through USB port and built-in
Arduino bootloader. The hardware layout exposes numerous I/O, A/D and PWM ports to be connected to
external communication modules or shields. This paper presents the practical evaluation of telematic
systems during laboratory practices at our faculty, describing numerous possibilities to evolve this concept further in the direction of ubiquitous IoT.

We present the RaspberryPi embedded computer and its applications as the multimedia learning platform for the students. Four different practical use cases are presented; from a simple Linux computer to a powerful multimedia centre with Ambilight capabilities. The RPi platform also incorporates several general purpose input/output interfaces, such as SPI, serial and I²C.
Thus it can be used in a smarthouse environment as an embedded controller and signal processor. The last case study shows some of this potential where RPie is used as a general purpose LED controller, visualizing different ambient parameters, such as temperature or energy consumption. Finally we discuss the possibilities of the RPi platform in the learning environment.

In the paper the most important properties and functionalities of E-CHO program are first presented. This e-learning platform was developed at the Faculty of Electrical Engineering, University of Ljubljana. The education and research environment where different scientific areas are studied is an ideal environment which stimulates a constant improvement of this teaching possibility from technological as well as from pedagogical view point. In the paper this is illustrated for the area of modelling and simulation, where remote experimentation (as more or less demanding projects) can extend teaching efficacy of the lectures or can be organized as motivation projects at different levels of the study. At the end of the paper the goals for the future work are indicated.

Large shopping centres consume a significant share of electric energy produced within which the biggest part
is consumed by their refrigeration systems. This paper provides analysis of the data captured inside
refrigeration systems of four large shopping centres in Ljubljana. The data consists of influential parameters as
well as of various modes of consumption measurements, which alltogether provides a detailed look into
refrigeration system as a whole and finally, offers great potential in optimization of electric energy consumption
and the associated costs. The paper exposes the parameters that have a major impact on system performance and suggests improvements.

Introducing a mobile telephony standard requires the cooperation of many engineers. Once implemented
the networks require many improvements on the longterm scale. Lots of research is performed at the
universities and similar research institutions with limited access to expensive measurement equipment.
Introducing the new generations of mobile devices, e.g. smart phones, enables the development of applications
with functions which can be compared to sophisticated professional measurement systems. This paper shows the possibilities of optimizing the process of measurement by using a widely spread Android devices. By using the open source tools the measurement applications can be offered to a vast community providing huge datasets and lowering the overall measurement costs.

Mobile operators are continuously monitoring, developing and enhancing their networks. The traditional way of assuring coverage, capacity and quality is performing drive tests by using specially adapted equipment in a test car or by hand in selected indoor situations. These approaches consume significant human efforts and high operation costs but still provide only limited coverage and efficiency. This paper outlines the innovative concepts of performing higher quality assurance by automated measurement solutions including involvement of
commercial user equipment through functionalities like MDT (Minimization of Drive Tests) and SON (Self Organizing Networks).

Vehicular Ad Hoc Networks (VANET) is an emerging technology in the field of Intelligent Transportation Systems (ITS). It has lots of potential since it will be able to prevent accidents and deliver more comfortable
driving experience to all passengers in the vehicle. Vehicles will become nodes in the network and
exchange safety and other types of messages. For this to become a reality there is a need of a set of rules that
creates and maintains a route and forwards messages on this route. Routing is essential in any kind of network
since it enables the propagation of data from one node to another. Protocols in this type of ad hoc network are
divided into five categories: topology, location, cluster, geocast and broadcast based protocols. Each category
has its own unique way of routing messages which differentiates it from others. In this paper a comparison
between all of the five categories is carried out and the most promising protocols are exposed.
